Narrative:
Ground cleared helicopter to taxi to F/K from non-movement area; once established to contact tower. [During] taxi; gulfstream taxied through K to the ramp at a high rate of speed - helicopter diverted back to the ramp to avoid oncoming traffic. Ground frequency controller apologized and stated that the gulfstream must still had been on tower frequency and they were unable to contact that aircraft.as the helicopter is very maneuverable; it was easy to avoid the gulfstream; however if the helicopter had been on wheels or a fixed wing; the outcome could not have been as great. It is a common occurrence at hpn for the tower controller to clear aircraft to taxi into the ramp 'with them' however it seems that sometimes there is a break in the communication between tower and ground controllers. Additionally; there seemed be a lot of excess noise in the background in the tower this evening.
