Narrative:
We came into cvg late at night. Because no additional fuel was required, the aircraft was turned in 7 mins. Contacting ground for taxi we were cleared to taxi to runway 27L via golf, cross runway 27R. As we started to taxi the ground controller initiated a conversation about the speed of our turn around and various other items. Approaching runway 27R I noticed an aircraft on the approach end of the runway with all lights on. I stopped my taxi and questioned the ground controller as to whether we were still cleared to cross runway 27R. He replied in the affirmative. As I began to taxi, I had about 1/3 of the aircraft on the runway he when told me to hold short. I immediately advanced the throttles to takeoff power and replied that I was unable. We cleared the runway and the light transport that had been cleared for takeoff aborted. There was never a close conflict but the light transport was forced to abort. I believe that the ground controller got interested in our conversation and did not coordination with tower before issuing us clearance to cross.

Title: CVG GND CTLR FAILS TO COORD RWY CROSSING WITH LCL CTLR WHO HAD CLEARED LTT FOR TKOF.
Narrative: WE CAME INTO CVG LATE AT NIGHT. BECAUSE NO ADDITIONAL FUEL WAS REQUIRED, THE ACFT WAS TURNED IN 7 MINS. CONTACTING GND FOR TAXI WE WERE CLRED TO TAXI TO RWY 27L VIA GOLF, CROSS RWY 27R. AS WE STARTED TO TAXI THE GND CTLR INITIATED A CONVERSATION ABOUT THE SPD OF OUR TURN AROUND AND VARIOUS OTHER ITEMS. APCHING RWY 27R I NOTICED AN ACFT ON THE APCH END OF THE RWY WITH ALL LIGHTS ON. I STOPPED MY TAXI AND QUESTIONED THE GND CTLR AS TO WHETHER WE WERE STILL CLRED TO CROSS RWY 27R. HE REPLIED IN THE AFFIRMATIVE. AS I BEGAN TO TAXI, I HAD ABOUT 1/3 OF THE ACFT ON THE RWY HE WHEN TOLD ME TO HOLD SHORT. I IMMEDIATELY ADVANCED THE THROTTLES TO TKOF PWR AND REPLIED THAT I WAS UNABLE. WE CLRED THE RWY AND THE LTT THAT HAD BEEN CLRED FOR TKOF ABORTED. THERE WAS NEVER A CLOSE CONFLICT BUT THE LTT WAS FORCED TO ABORT. I BELIEVE THAT THE GND CTLR GOT INTERESTED IN OUR CONVERSATION AND DID NOT COORD WITH TWR BEFORE ISSUING US CLRNC TO CROSS.
