Narrative:
Ceiling unlimited. Winds 4 kts out of the south. Visibility unlimited. Prior days were substantially below freezing with high moisture. At the time of the flight it was 42 degrees fahrenheit. We were heading out towards the training area northwest of ZZZ. The instructor contacted approach to request clearance to enter class B airspace. We were granted clearance with the request that we ascend to 3000 MSL. When reaching 3000 MSL; we lost engine efficiency and began to descend. After losing 500 feet of altitude; the instructor [advised ATC]. Reaching roughly 2000 AGL; we regained engine efficiency. We then successfully made our way back to ZZZ with routine check-ins from approach. The recovery at ZZZ was uneventful.

Title: C150 student pilot reported that upon reaching cruise altitude the engine lost power and began to descend. After a loss of 1000 feet; power was restored and the aircraft returned for landing.
