Narrative:

In 4/90 on a CAT ii ILS approach to runway 1R at dulles, I was flying a coupled autoplt approach, and just past the 1000' callout I executed a go around, as a result of the tower clearing into position and then clearing for takeoff an air carrier Y widebody transport aircraft with calm winds and RVR 1800'. The tower had some concern as to what they had done by clearing a widebody transport for takeoff on our cleared to landing runway in calm winds, and was quite vague on whether to have us go around. This situation I feel was an unsafe action on part of controller to clear other aircraft past G/south antenna on ground and then clearing a heavy aircraft for takeoff, all during our critical phase of flight on a CAT ii 1800' RVR approach. We executed an approach after revectoring, and then cleared to land by another controller with no further problem. This should never have been allowed to happen.

Title: ACR LGT EXECUTED A GO AROUND FROM A CAT II APCH INSIDE THE OM BECAUSE ATCT LCL CTLR FAILED TO PROTECT THE AREA AROUND THE ANTENNA SIGHT.

Narrative: IN 4/90 ON A CAT II ILS APCH TO RWY 1R AT DULLES, I WAS FLYING A COUPLED AUTOPLT APCH, AND JUST PAST THE 1000' CALLOUT I EXECUTED A GAR, AS A RESULT OF THE TWR CLRING INTO POS AND THEN CLRING FOR TKOF AN ACR Y WDB ACFT WITH CALM WINDS AND RVR 1800'. THE TWR HAD SOME CONCERN AS TO WHAT THEY HAD DONE BY CLRING A WDB FOR TKOF ON OUR CLRED TO LNDG RWY IN CALM WINDS, AND WAS QUITE VAGUE ON WHETHER TO HAVE US GO AROUND. THIS SITUATION I FEEL WAS AN UNSAFE ACTION ON PART OF CTLR TO CLR OTHER ACFT PAST G/S ANTENNA ON GND AND THEN CLRING A HVY ACFT FOR TKOF, ALL DURING OUR CRITICAL PHASE OF FLT ON A CAT II 1800' RVR APCH. WE EXECUTED AN APCH AFTER REVECTORING, AND THEN CLRED TO LAND BY ANOTHER CTLR WITH NO FURTHER PROB. THIS SHOULD NEVER HAVE BEEN ALLOWED TO HAPPEN.
