Narrative:
On VFR flight from lyn via psk via blf with final destination of gdy, it was determined the flight could not be completed VFR, a beam psk ZID was contacted for traffic advisory service and flight following, approaching blf a decision was made to land at blf. Approximately 2 mi southeast of blf VOR, ZID terminated the advisory service and advised to squawk 1200. Small aircraft X had the VOR station, the mercer county airport, and the wind sock in sight, and a normal traffic pattern was flown. No aircraft was observed in the air or moving on the runway or txwys; a landing was completed on runway. Upon entering the FSS the supervisor advised the airport was IFR and that I had landed at a controled airport west/O calling the FSS. He further stated ZID had advised me to call the FSS on the CTAF. ZID frequency change was not heard by me or the passenger. The FSS supervisor stated he would have to file an incident. He called ZID. They advised him they had instructed me to call the FSS on 123.6 MHZ. I advised the supervisor I did not receive the call; he did not advise me that ZID received a receipt for the frequency change from me. During this flight to blf, the IFR flight back ot blm, I was handed off to center and apches four times to a dead frequency and each time had to return to the handoff facility to get a different frequency for continued flight. During the approach and landing at blf, there were no flight safety violations involved.

Title: SMA X ENTERED IFR ATA WITHOUT CLRNC. PLTDEV.
Narrative: ON VFR FLT FROM LYN VIA PSK VIA BLF WITH FINAL DEST OF GDY, IT WAS DETERMINED THE FLT COULD NOT BE COMPLETED VFR, A BEAM PSK ZID WAS CONTACTED FOR TFC ADVISORY SVC AND FLT FOLLOWING, APCHING BLF A DECISION WAS MADE TO LAND AT BLF. APPROX 2 MI SE OF BLF VOR, ZID TERMINATED THE ADVISORY SVC AND ADVISED TO SQUAWK 1200. SMA X HAD THE VOR STATION, THE MERCER COUNTY ARPT, AND THE WIND SOCK IN SIGHT, AND A NORMAL TFC PATTERN WAS FLOWN. NO ACFT WAS OBSERVED IN THE AIR OR MOVING ON THE RWY OR TXWYS; A LNDG WAS COMPLETED ON RWY. UPON ENTERING THE FSS THE SUPVR ADVISED THE ARPT WAS IFR AND THAT I HAD LANDED AT A CTLED ARPT W/O CALLING THE FSS. HE FURTHER STATED ZID HAD ADVISED ME TO CALL THE FSS ON THE CTAF.
