Narrative:

I was working R52/51 and the controller at ZDC W09 called me over the land line asking about routing of aircraft X. The ZDC W09 controller asked me if the aircraft's routing was okay. The aircraft's routing was taking it directly through warning areas that were active from the surface to FL450. I informed the ZDC W09 controller of the information and the controller asked me what routing I wanted aircraft X to be on. I told him 'he needs to be on the routing per the LOA'. The controller ended the call and took the handoff back on aircraft X to correct the routing.the controller at ZDC W09 then attempted to initiate the handoff on aircraft X again. I noticed that the routing was now different; but it still did not comply with routing per the LOA and was still taking the aircraft through the warning areas. I called ZDC sector W09 and informed him that the routing was still insufficient and that the aircraft needed to be on proper routing per the LOA. The controller never took the handoff back on aircraft X and continued flashing him at me. When aircraft X was about a minute from my boundary I told the ZDC sector W09 controller that the routing was still not correct and he needed to fix it. The controller at W09 replied; 'your control'. I said; 'negative; request aircraft X on routing that complies with our LOA like I have been telling you.' the ZDC W09 controller then stated; 'well I had my traffic management unit (tmu) look at the route and they said it looks good'.I took a point out on aircraft X while the W09 controller attempted to put in new routing. The ZDC W09 controller never put in new routing and flashed the aircraft to me after it was in my airspace. Instead of continuing to argue with the controller which was clearly going nowhere; I took the handoff and issued the aircraft the correct routing. Had the aircraft gone NORDO before I fixed the routing; it would have flown through warning area airspace.in the future; the ZDC W09 controller needs to comply with routings per the LOA between ZDC and ZJX.

Title: Jacksonville Center Controller reported a routing problem that would take an aircraft into a warning area. Reporter tried to get the Washington Center Controller to change the routing; but they did not. Transfer of communications was made and the Jacksonville Controller changed the aircraft routing.
