Narrative:
We were climbing to our cruise altitude and we got a clearance to climb to FL290, we thought, and read back to center. Center said roger and we proceeded and leveled off at FL290. About a minute later center asked if our mode C was working. I said yes. He then said he showed us at FL290, that we should be at FL280. We acknowledged and descended to FL280. There was no conflict with any traffic or deviations necessary. We then discussed with ATC that we thought he wanted us at FL290 and he said he wasn't positive about our readback and he should have clarified it with us. He said there was no problem twice and we proceeded on with our flight with no further incident. Looking back over the occurrence, we the pilots should have double-checked if we weren't sure if he was leveling us off at FL290 for a higher altitude, or that was going to be our final altitude for cruise. We thought we were going to cruise FL310 or FL280 (possible).

Title: MLG FLT CREW RECEIVES AND READS BACK CLRNC. WHEN LEVEL, TOLD SHOULD BE 1000' LOWER.
Narrative: WE WERE CLBING TO OUR CRUISE ALT AND WE GOT A CLRNC TO CLB TO FL290, WE THOUGHT, AND READ BACK TO CENTER. CENTER SAID ROGER AND WE PROCEEDED AND LEVELED OFF AT FL290. ABOUT A MINUTE LATER CENTER ASKED IF OUR MODE C WAS WORKING. I SAID YES. HE THEN SAID HE SHOWED US AT FL290, THAT WE SHOULD BE AT FL280. WE ACKNOWLEDGED AND DSNDED TO FL280. THERE WAS NO CONFLICT WITH ANY TFC OR DEVIATIONS NECESSARY. WE THEN DISCUSSED WITH ATC THAT WE THOUGHT HE WANTED US AT FL290 AND HE SAID HE WASN'T POSITIVE ABOUT OUR READBACK AND HE SHOULD HAVE CLARIFIED IT WITH US. HE SAID THERE WAS NO PROB TWICE AND WE PROCEEDED ON WITH OUR FLT WITH NO FURTHER INCIDENT. LOOKING BACK OVER THE OCCURRENCE, WE THE PLTS SHOULD HAVE DOUBLE-CHKED IF WE WEREN'T SURE IF HE WAS LEVELING US OFF AT FL290 FOR A HIGHER ALT, OR THAT WAS GOING TO BE OUR FINAL ALT FOR CRUISE. WE THOUGHT WE WERE GOING TO CRUISE FL310 OR FL280 (POSSIBLE).
