Narrative:
While working the manual control position at cvg radar sector, the radar controller was busy with a multiple radar vector situation southwest of cmh. I noticed mode C intruder activate. I brought this to the attention of the radar person who immediately started calling traffic to the medium large transport en route sdf at 14000'. The flight crew started looking and kept questioning the relative position. The other aircraft type unknown operating in VFR conditions was at altitude 14200', west heading. When targets merged the pilot acknowledged he saw the aircraft at the last possible second and estimated passage at 50'. He said the aircraft was of an small transport series, blue and white, 'meandering around.' we asked the pilot if he wanted to file a near miss and he did. We gave them the center quality assurance phone #. After this I, the manual controller, watched the aircraft descend and operate in the vicinity of hook field, oh. I informed both cvg approach and day approach. Day approach south radar tracked the aircraft to a private airport in southern oh.

Title: SMT FLT CREW NOT OPERATING AT PROPER ALT FOR DIRECTION OF FLT. SHOULD HAVE BEEN AT 14500'. HE WAS AT 14200'. MLG FLT CREW TOOK EVASIVE ACTION.
Narrative: WHILE WORKING THE MANUAL CTL POS AT CVG RADAR SECTOR, THE RADAR CTLR WAS BUSY WITH A MULTIPLE RADAR VECTOR SITUATION SW OF CMH. I NOTICED MODE C INTRUDER ACTIVATE. I BROUGHT THIS TO THE ATTN OF THE RADAR PERSON WHO IMMEDIATELY STARTED CALLING TFC TO THE MLG ENRTE SDF AT 14000'. THE FLT CREW STARTED LOOKING AND KEPT QUESTIONING THE RELATIVE POS. THE OTHER ACFT TYPE UNKNOWN OPERATING IN VFR CONDITIONS WAS AT ALT 14200', W HDG. WHEN TARGETS MERGED THE PLT ACKNOWLEDGED HE SAW THE ACFT AT THE LAST POSSIBLE SECOND AND ESTIMATED PASSAGE AT 50'. HE SAID THE ACFT WAS OF AN SMT SERIES, BLUE AND WHITE, 'MEANDERING AROUND.' WE ASKED THE PLT IF HE WANTED TO FILE A NEAR MISS AND HE DID. WE GAVE THEM THE CENTER QUALITY ASSURANCE PHONE #.
