Narrative:
FSS leesburg failed to brief NOTAM D 04/11, resulting in an unintentional violation of a close control zone at MCAS beauford on 4/sat/90. I reviewed the 4/thur/90 edition of the FAA notices to airmen for my route of flight. 4/fri/90 obtained standard WX and NOTAM brief from leesburg FSS. 4/sat/90 departed gai VFR for 23J. Blue angel #5 intercepted my aircraft in MCAS beauford control zone at 6500' MSL. Attempted contact with #5 on 122.75. When no contact made, I contacted MCAS tower. Tower advised that blue angel frequencys were classified and that I have violated the closed control zone. I was directed to head 180 degrees to exit the area. I complied. I contacted macon flight watch and asked if the MCAS control zone closure was notamed. Macon told me that the air show NOTAM was a local NOTAM oo/102. I asked him to check the NOTAM D list. Macon came back and said it was on NOTAM D list as 4/wed/90 anderson FSS. Another small aircraft called me on 122.75 and told me that he too was in the area, to the northwest of my position, and had received a standard WX and NOTAM brief from leesburg FSS this morning and his briefing also excluded any mention of NOTAMS closing MCAS beauford. He stated that had he not monitored my conversation with macon FSS, he would not have known of the control zone closure. I landed at 23J in jacksonville, fl, and spoke with jax FSS. He stated that he was not surprised that leesburg did not brief the NOTAM because the FAA did not get military NOTAMS. He advised me to report this on the FAA 800 hotline. I did so. I called jax FSS for standard WX and NOTAM brief for the return flight to gai. Again NOTAM 04/11 not briefed until I asked for specifics about an air show at MCAS beauford. After further checking, I was told that the NOTAM was listed under anderson south.C. FSS. (Note: anderson south.C. Is approximately 150 NM west of my intended route of flight.) cause of problem: failure of leesburg FSS to advise of all NOTAMS on or near my stated and requested route of flight. Listing MCAS beauford NOTAM as anderson south.C. Apparently confusion at 3 different FSS's about how NOTAMS are handled/filed in the system. Recommendation for correction: publish all air show airspace reservations in the hard copy notices to airmen as flight restrictions, in at least 2 editions prior to the show date. Publish NOTAMS by airfield/NAVAID names and then x-ref them under the nearest FSS. Reemphasize to FSS briefing personnel the need to brief all class I NOTAMS and ask the pilot if he requires class I NOTAM briefing. Reemphasize to pilots the need for thorough interrogation of FSS briefing personnel in all items comprising the preflight briefing. Correct the NOTAM system to include all military and civilian NOTAMS within the same reporting system, regardless of their originating activity.

Narrative: FSS LEESBURG FAILED TO BRIEF NOTAM D 04/11, RESULTING IN AN UNINTENTIONAL VIOLATION OF A CLOSE CTL ZONE AT MCAS BEAUFORD ON 4/SAT/90. TWR ADVISED THAT BLUE ANGEL FREQS WERE CLASSIFIED AND THAT I HAVE VIOLATED THE CLOSED CTL ZONE. I WAS DIRECTED TO HEAD 180 DEGS TO EXIT THE AREA. I COMPLIED.
