Narrative:
Float plane taxiing to moorage sheltered from wind. No WX/wind conditions available via radio from ground/water surface in this area. Naked island rco OTS. Cordova FSS blocked by mountains. Therefore not able to get information via radio. Float plane taxied around commercial fishing boats in bay. Gust of wind from break in windbreak blew broadside against float plane. Pilot unable to steer float plane away from fishing boat and wing struck boat. Appears that surface winds, west/O protection of windbreak, were beyond plane's ability to maneuver. Pilot underestimated strength of winds.

Title: FLOAT PLANE STRUCK BOAT WHILE WATER TAXIING IN CROSSWIND CONDITION.
Narrative: FLOAT PLANE TAXIING TO MOORAGE SHELTERED FROM WIND. NO WX/WIND CONDITIONS AVAILABLE VIA RADIO FROM GND/WATER SURFACE IN THIS AREA. NAKED ISLAND RCO OTS. CORDOVA FSS BLOCKED BY MOUNTAINS. THEREFORE NOT ABLE TO GET INFO VIA RADIO. FLOAT PLANE TAXIED AROUND COMMERCIAL FISHING BOATS IN BAY. GUST OF WIND FROM BREAK IN WINDBREAK BLEW BROADSIDE AGAINST FLOAT PLANE. PLT UNABLE TO STEER FLOAT PLANE AWAY FROM FISHING BOAT AND WING STRUCK BOAT. APPEARS THAT SURFACE WINDS, W/O PROTECTION OF WINDBREAK, WERE BEYOND PLANE'S ABILITY TO MANEUVER. PLT UNDERESTIMATED STRENGTH OF WINDS.
