Narrative:
The airspace was impacted by WX. The controller was getting inbnds other than normal operations. An small transport X and an large transport Y came within 4 1/2 mi and 300' of each other. The controller saw the situation prior to the conflict alert being activated. The controller turned and expedited the small transport Y descent to avoid losing standard sep.

Title: ARTCC CTLR FAILED TO ISSUE TIMELY CTL INSTRUCTIONS TO TWO ACFT UNDER HIS CTL WHICH RESULTED IN LTSS.
Narrative: THE AIRSPACE WAS IMPACTED BY WX. THE CTLR WAS GETTING INBNDS OTHER THAN NORMAL OPS. AN SMT X AND AN LGT Y CAME WITHIN 4 1/2 MI AND 300' OF EACH OTHER. THE CTLR SAW THE SITUATION PRIOR TO THE CONFLICT ALERT BEING ACTIVATED. THE CTLR TURNED AND EXPEDITED THE SMT Y DSNT TO AVOID LOSING STANDARD SEP.
