Narrative:
Patrick approach requested 1500' in the medium large transport air traffic area to transition an mlt, being certified for flight check duties, from southwest of medium large transport to the medium large transport VOR and then east. The appreq was approved. An small aircraft, on a training flight, was cleared for takeoff on runway 4 for a southwest departure and advised of the impending jet overflt. The small aircraft extended upwind 1-1 1/2 mi in accordance with established procedures, then turned right southbound. The pilot advised he would maintain 1000' until the jet traffic was clear, and reported the mlt in sight. The mlt approached from the southwest, flew to the VOR, turned heading 090 degree, and descended. Estimated airspeed was 175-225 KTS. Approximately 1 1/2 mi east of the airport the mlt made an abrupt turn to the left to pass behind the small aircraft and then turned back east. The two aircraft appeared to be at the same altitude. The pilot of the small aircraft said it sure looked like he was at 1000' to him. The patrick controller would only say the mlt was all done for the day. He wasn't, but medium large transport accepted no pointouts after the occurrence. I don't believe patrick knew the mlt would descend to 1000', I don't think the aircraft would have missed if the mlt hadn't turned.

Title: LCL CTLR BELIEVES THAT AN MLT ACFT WAS BELOW THE APPROVED ALT AND CAME CLOSE TO ANOTHER ACFT IN THE ARPT TRAFFIC AREA.
Narrative: PATRICK APCH REQUESTED 1500' IN THE MLG ATA TO TRANSITION AN MLT, BEING CERTIFIED FOR FLT CHECK DUTIES, FROM SW OF MLG TO THE MLG VOR AND THEN E. THE APPREQ WAS APPROVED. AN SMA, ON A TRAINING FLT, WAS CLRED FOR TKOF ON RWY 4 FOR A SW DEP AND ADVISED OF THE IMPENDING JET OVERFLT. THE SMA EXTENDED UPWIND 1-1 1/2 MI IN ACCORDANCE WITH ESTABLISHED PROCS, THEN TURNED RIGHT SBND. THE PLT ADVISED HE WOULD MAINTAIN 1000' UNTIL THE JET TFC WAS CLEAR, AND REPORTED THE MLT IN SIGHT. THE MLT APCHED FROM THE SW, FLEW TO THE VOR, TURNED HDG 090 DEG, AND DESCENDED. ESTIMATED AIRSPEED WAS 175-225 KTS. APPROX 1 1/2 MI E OF THE ARPT THE MLT MADE AN ABRUPT TURN TO THE LEFT TO PASS BEHIND THE SMA AND THEN TURNED BACK E. THE TWO ACFT APPEARED TO BE AT THE SAME ALT.
