Narrative:
Aircraft Y landed on runway 22L; I told him to contact ground. Aircraft Z was trailing behind and cleared to land 22R. I hear ground control give instructions to hold short 22R at B for aircraft Y. About a minute later I hear ground control talking to another aircraft; aircraft X to taxi and hold short 22R at runway 11. I see aircraft Y hold short runway 22R. As I am watching aircraft Z land; and during his landing roll; I hear the supervisor behind me say 'tell him to stop' to ground control.I look and see aircraft X still rolling at runway 11 past the hold short line for runway 22R. At this point I can't do anything. Aircraft Z is a student pilot; he is already slowed down too much to take back off and aircraft Y is on his left. Aircraft X was just about to get on the runway; but stopped right before. Aircraft Z pass the other aircraft and rolls to the end. If ground control didn't yell at the pilot to stop; the two aircraft would of hit.hold short was given to all the aircraft; I don't know if they read back all holding. But; I do know that the holdings were given. This was just a pilot that I don't think was paying attention even though he was given the correct instructions.

Title: Lafayette Tower Controller and taxiing aircraft pilot reported a runway incursion because the taxiing aircraft went over the hold line.
