Narrative:
An large transport was cleared for takeoff runway 9R. An small aircraft was cleared to land runway 4 and went around. The pilot of the small aircraft didn't acknowledge repeated instructions to turn southeast. The small aircraft traffic was passed to the large transport pilot and he responded 'we have him'. The large transport passed about 200' behind the small aircraft. Large transport's operations called the tower and said the pilot thought 'that was too close'. Tower agreed and explained what happened. The small aircraft pilot called the tower and he was requested to leave his radio volume up in the air traffic area. He said it was and that all of his attention was on his aircraft. The problem was discovered visually. The small aircraft pilot didn't report his go around. The aircraft was instructed to turn but he didn't comply. No evasive action was visible from the tower cabin attendant. The only obvious solution is to restrict runway 4 use with jets departing, but volume of traffic at melbourne makes that impractical.

Title: SMA ACFT EXECUTED A GO AROUND FOR UNKNOWN REASON. LGT ACFT DEPARTING ON DIAGONAL RWY PASSED BEHIND THE SMA APPROXIMATELY 200'.
Narrative: AN LGT WAS CLRED FOR TKOF RWY 9R. AN SMA WAS CLRED TO LAND RWY 4 AND WENT AROUND. THE PLT OF THE SMA DIDN'T ACKNOWLEDGE REPEATED INSTRUCTIONS TO TURN SE. THE SMA TFC WAS PASSED TO THE LGT PLT AND HE RESPONDED 'WE HAVE HIM'. THE LGT PASSED ABOUT 200' BEHIND THE SMA. LGT'S OPERATIONS CALLED THE TWR AND SAID THE PLT THOUGHT 'THAT WAS TOO CLOSE'. TWR AGREED AND EXPLAINED WHAT HAPPENED. THE SMA PLT CALLED THE TWR AND HE WAS REQUESTED TO LEAVE HIS RADIO VOLUME UP IN THE ATA. HE SAID IT WAS AND THAT ALL OF HIS ATTN WAS ON HIS ACFT. THE PROBLEM WAS DISCOVERED VISUALLY. THE SMA PLT DIDN'T REPORT HIS GO AROUND. THE ACFT WAS INSTRUCTED TO TURN BUT HE DIDN'T COMPLY. NO EVASIVE ACTION WAS VISIBLE FROM THE TWR CAB. THE ONLY OBVIOUS SOLUTION IS TO RESTRICT RWY 4 USE WITH JETS DEPARTING, BUT VOLUME OF TFC AT MELBOURNE MAKES THAT IMPRACTICAL.
