Narrative:
While using runway confign 13/22, a veh was authority/authorized to scan runway 22 for runway lights, etc, and to hold short of runway 13. The local controller had an small aircraft X doing touch and go's on runway 22. Local authority/authorized ground to drive 22. Local never cleared small aircraft X for his touch and go. The pilot landed runway 22 while veh was on runway. Veh saw situation and got off the runway. It was a busy session and the local controller had the situation under control. The pilot landed west/O clearance. Coordination during busy times is essential and was done correctly.

Title: SMA X MADE UNAUTH LNDG AND HAD LESS THAN STANDARD SEPARATION WITH VEHICLE ON THE RWY. PLT DEVIATION.
Narrative: WHILE USING RWY CONFIGN 13/22, A VEH WAS AUTH TO SCAN RWY 22 FOR RWY LIGHTS, ETC, AND TO HOLD SHORT OF RWY 13. THE LCL CTLR HAD AN SMA X DOING TOUCH AND GO'S ON RWY 22. LCL AUTH GND TO DRIVE 22. LCL NEVER CLRED SMA X FOR HIS TOUCH AND GO. THE PLT LANDED RWY 22 WHILE VEH WAS ON RWY. VEH SAW SITUATION AND GOT OFF THE RWY. IT WAS A BUSY SESSION AND THE LCL CTLR HAD THE SITUATION UNDER CONTROL. THE PLT LANDED W/O CLRNC. COORD DURING BUSY TIMES IS ESSENTIAL AND WAS DONE CORRECTLY.
