Narrative:
Small transport was taxiing west on taxiway 'a'. Small aircraft was taxiing north on taxiway 'C'. Medium large transport X was taxiing southeast on ramp, medium large transport Y was taxiing west on ramp. I had looked at the small transport and the small aircraft and my controller judgement was that nothing needed to be said to either aircraft because the small transport would pass taxiway 'C' well before the small aircraft would get to 'a' and 'C' taxiway. At their taxiing speed, medium large transport X and medium large transport Y were moving toward each other when medium large transport Y ask if I wanted him to taxi straight ahead. Medium large transport X stopped. And when I looked back from my right to my left on the airport the small transport had already passed the small aircraft aircraft and had stopped about 500' down the taxiway. Then small transport said to me the he had a fender bender down here with an small aircraft aircraft. The NTSB had the facts at this time as to why this incident happened and I should not say until it has been published.

Title: TWO ACFT TAXIING ON ARPT SURFACE HAD A GND COLLISION.
Narrative: SMT WAS TAXIING W ON TXWY 'A'. SMA WAS TAXIING N ON TXWY 'C'. MLG X WAS TAXIING SE ON RAMP, MLG Y WAS TAXIING W ON RAMP. I HAD LOOKED AT THE SMT AND THE SMA AND MY CTLR JUDGEMENT WAS THAT NOTHING NEEDED TO BE SAID TO EITHER ACFT BECAUSE THE SMT WOULD PASS TXWY 'C' WELL BEFORE THE SMA WOULD GET TO 'A' AND 'C' TXWY. AT THEIR TAXIING SPD, MLG X AND MLG Y WERE MOVING TOWARD EACH OTHER WHEN MLG Y ASK IF I WANTED HIM TO TAXI STRAIGHT AHEAD. MLG X STOPPED. AND WHEN I LOOKED BACK FROM MY RIGHT TO MY LEFT ON THE ARPT THE SMT HAD ALREADY PASSED THE SMA ACFT AND HAD STOPPED ABOUT 500' DOWN THE TXWY. THEN SMT SAID TO ME THE HE HAD A FENDER BENDER DOWN HERE WITH AN SMA ACFT. THE NTSB HAD THE FACTS AT THIS TIME AS TO WHY THIS INCIDENT HAPPENED AND I SHOULD NOT SAY UNTIL IT HAS BEEN PUBLISHED.
