Departed cak on IFR direct H96. WX EST wind 290-310 at 12 KTS. Entered snow and IMC after reaching 4000' cruise altitude. Handoff from departure to columbus approach. Unable to contact tried cak departure, no contact. In snow, radios very noisy with static. Turbulence vertical and horizontal added to problems. Could not raise anyone on frequency, assigned or left. Vors erratic, needles bouncing. After approximately 20 min reached cak departure, handed off to mansfield. They could not reach me until that point. Wind out of southwest vice northwest. Blown off course to north. WX forecast radically off radio lost while in snow, a concern. Controllers not aware of problem?
