Narrative:
Conditions on arrival in san were 300 ovc; 1 1/4 vis; light winds. The first officer was flying. At minimums we did not see the airport and the first officer executed a go around. Procedures and call outs were perfect. He called 'check power' and I did. It was approximately 85% N1. Prior to 400 ft; ATC gave us instructions and I read them back with a incorrect altitude. As I was with ATC getting the instructions; the first officer called for 'level change; set clean maneuvering and flaps 5.' at this time; ATC asked us our altitude and said he received a low altitude warning. We replied 1100 ft. We were VFR above the cloud layer and clear of any obstacles when they asked about our altitude. We realized at this time we had not re-engaged the autothrottles. We engaged the auto throttle and the power setting was a little low. ATC instructed us for holding and a subsequent approach with a successful landing as the fog was lifting.
