This was a photo flight. It was conducted within current FARS (91.79D). Perhaps the FAA should tell people when they call what the FARS are or say to help educate the public a little better, rather than assume that the pilot is in the wrong.

Title: REPORTER DISPLAYS SOME AGGRESSION TOWARDS THE FAA IN A GND OBSERVER REPORT TO THEM OF AN ALLEGED LOW FLT WHILE ON A PHOTO MISSION.
Narrative: THIS WAS A PHOTO FLT. IT WAS CONDUCTED WITHIN CURRENT FARS (91.79D). PERHAPS THE FAA SHOULD TELL PEOPLE WHEN THEY CALL WHAT THE FARS ARE OR SAY TO HELP EDUCATE THE PUBLIC A LITTLE BETTER, RATHER THAN ASSUME THAT THE PLT IS IN THE WRONG.
