Narrative:
I was cleared to taxi to runway 28L via 'Z and Z1'. Using the jeppesen taxi chart I verified the taxi route and taxied to the runway. Enroute; I noticed what appeared to be an 'IFR' hold short line. Since IFR operations were not in effect I taxied past the line. I was immediately instructed by ground control to stop; and complied.just prior to takeoff clearance I was given a phone number and directed to call back to the tower after I landed. Upon landing I contacted the tower and was directed to provide my name; address; phone number and certificate number. When I asked if a violation was coming I was told that I 'would probably get a warning letter because this happens all the time'. I suggested that if 'this happens all the time' it is not just a pilot issue but also an airport issue; pilots don't intentionally violate rules. There should be a sign near the hold short line to make it obvious; so pilots don't miss it. The jeppesen taxi chart does not show a hold short line for taxiway Z1; but does show one for taxiway A1; on the other side of the runway. The hold short line for a1 is a hotspot with an explanation. The same needs to be done for the hold short on taxiway Z1.
