Narrative:
Flight was made to collingwood airport in canada. Current IFR charts (canadian, 3/88) approach plate (9/88) on board. On return trip to mmu, a VFR flight plan was activated with wiarton flight service, canada. 30 mi northwest of toronto VOR I tried calling center on 132.8 and 132.5, but unable. Symbol for toronto airspace very similar to arsa. Remained at 5500' and overflew toronto airport. 15 mi north of toronto I tried buf approach. They copied me and said to call them in another 35 mi. On arrival at buf, I was told to contact canadian ATC supervisor. He informed me that I didn't contact them and overflew toronto TCA. I informed him that I could hear pilots of other aircraft talking to him and I kept trying. I never heard him call my position to other aircraft, and ATC never answered me. Canadian charts are difficult to obtain. Would like to suggest nos chart manufacturers use the same symbols to designate foreign TCA's, etc. Also, if it has different altitudes than american airspace, they should put that on foreign charts. The canadian supervisor said there were no near or far misses, only that I didn't make contact before entering toronto TCA. He did mention the fact that I was on radar at all times and he knew it was my aircraft from filing a VFR flight plan.

Title: GA PLT PENETRATES TORONTO TCA WITHOUT AUTHORIZATION, AND NOT IN CONTACT WITH CYYZ TRACON.
Narrative: FLT WAS MADE TO COLLINGWOOD ARPT IN CANADA. CURRENT IFR CHARTS (CANADIAN, 3/88) APCH PLATE (9/88) ON BOARD. ON RETURN TRIP TO MMU, A VFR FLT PLAN WAS ACTIVATED WITH WIARTON FLT SVC, CANADA. 30 MI NW OF TORONTO VOR I TRIED CALLING CENTER ON 132.8 AND 132.5, BUT UNABLE. SYMBOL FOR TORONTO AIRSPACE VERY SIMILAR TO ARSA. REMAINED AT 5500' AND OVERFLEW TORONTO ARPT. 15 MI N OF TORONTO I TRIED BUF APCH. THEY COPIED ME AND SAID TO CALL THEM IN ANOTHER 35 MI. ON ARR AT BUF, I WAS TOLD TO CONTACT CANADIAN ATC SUPVR. HE INFORMED ME THAT I DIDN'T CONTACT THEM AND OVERFLEW TORONTO TCA. I INFORMED HIM THAT I COULD HEAR PLTS OF OTHER ACFT TALKING TO HIM AND I KEPT TRYING. I NEVER HEARD HIM CALL MY POS TO OTHER ACFT, AND ATC NEVER ANSWERED ME. CANADIAN CHARTS ARE DIFFICULT TO OBTAIN. WOULD LIKE TO SUGGEST NOS CHART MANUFACTURERS USE THE SAME SYMBOLS TO DESIGNATE FOREIGN TCA'S, ETC. ALSO, IF IT HAS DIFFERENT ALTS THAN AMERICAN AIRSPACE, THEY SHOULD PUT THAT ON FOREIGN CHARTS. THE CANADIAN SUPVR SAID THERE WERE NO NEAR OR FAR MISSES, ONLY THAT I DIDN'T MAKE CONTACT BEFORE ENTERING TORONTO TCA. HE DID MENTION THE FACT THAT I WAS ON RADAR AT ALL TIMES AND HE KNEW IT WAS MY ACFT FROM FILING A VFR FLT PLAN.
