Narrative:
A medium large transport cleared for approach to runway 32L at eppley and was on a 4 mi straight in approach descending out of 3000' MSL. An small transport departing eppley to northeast for some unknown reason continued climbing turn to southwest-erly heading, climbing to 3000' MSL. Controller on the radar position noticed the climbing turn and alerted the small transport ot expedite his climb. The aircraft appeared to close within 2 mi and less than 1000' vertical sep west/O visibility sep being applied. I was not working radar position in question, so I am not sure as to whether the pilot deviated from his clearance or he was issued instructions which caused the loss of radar sep.

Title: 2 ACFT UNDER ATC CONTROL CAME IN CLOSE PROX TO ONE ANOTHER WHILE IN ARSA. UNABLE TO DETERMINE IF THIS WAS A CTLR ERROR OR PLT DEVIATION.
Narrative: A MLG CLRED FOR APCH TO RWY 32L AT EPPLEY AND WAS ON A 4 MI STRAIGHT IN APCH DSNDING OUT OF 3000' MSL. AN SMT DEPARTING EPPLEY TO NE FOR SOME UNKNOWN REASON CONTINUED CLBING TURN TO SW-ERLY HDG, CLBING TO 3000' MSL. CTLR ON THE RADAR POS NOTICED THE CLBING TURN AND ALERTED THE SMT OT EXPEDITE HIS CLB. THE ACFT APPEARED TO CLOSE WITHIN 2 MI AND LESS THAN 1000' VERT SEP W/O VIS SEP BEING APPLIED. I WAS NOT WORKING RADAR POS IN QUESTION, SO I AM NOT SURE AS TO WHETHER THE PLT DEVIATED FROM HIS CLRNC OR HE WAS ISSUED INSTRUCTIONS WHICH CAUSED THE LOSS OF RADAR SEP.
