Narrative:
Captain of airline's flight X ord to atl holding short of runway 22L for takeoff on same runway. Tower frequency 120.75. Tower controller issued us takeoff clearance and I added power to taxi onto runway 22L for takeoff. As I was taxiing across approach end of runway 27L, I noticed a 2 engine turboprop (airline's flight Y) out of my left window coming directly overhead for landing on runway 27L, who made no effort whatsoever to go around. At about this time tower made the comment to the effect, 'flight #X, I'd appreciate it when I clear you for takeoff, you go now.' I requested the tower phone # and completed my flight to atl. I talked with both the area controller and the tower controller who issued the takeoff clearance, who acknowledged he had made a mistake in attempting to get us off with too tight of spacing on landing traffic. He told me he had issued me the takeoff clearance with the landing aircraft at 2 mi from landing. What concerns me even more is the fact that airline #xyz continued his approach directly over my aircraft (probably 100-200') and chose to complete his landing rather than go around. Neither did tower instruct airline #Y to go around. Both of these decision could have resulted in potentially catastrophic consequences.

Title: A LNDG ACFT OVERFLEW A TAXIING ACFT CROSSING THE LNDG RWY THRESHOLD TO ANOTHER RWY FOR TKOF. THIS RESULTED IN LESS THAN STANDARD SEPARATION.
Narrative: CAPT OF AIRLINE'S FLT X ORD TO ATL HOLDING SHORT OF RWY 22L FOR TKOF ON SAME RWY. TWR FREQ 120.75. TWR CTLR ISSUED US TKOF CLRNC AND I ADDED PWR TO TAXI ONTO RWY 22L FOR TKOF. AS I WAS TAXIING ACROSS APCH END OF RWY 27L, I NOTICED A 2 ENG TURBOPROP (AIRLINE'S FLT Y) OUT OF MY LEFT WINDOW COMING DIRECTLY OVERHEAD FOR LNDG ON RWY 27L, WHO MADE NO EFFORT WHATSOEVER TO GO AROUND. AT ABOUT THIS TIME TWR MADE THE COMMENT TO THE EFFECT, 'FLT #X, I'D APPRECIATE IT WHEN I CLR YOU FOR TKOF, YOU GO NOW.' I REQUESTED THE TWR PHONE # AND COMPLETED MY FLT TO ATL.
