Narrative:
I was conducting a phase check at thief river falls airport. The student sent missed approach for the NDB 31 tvf, climbed to the appropriate altitude per missed approach instructions. At the approximately altitude of 2700', we contacted ZMP and told them we were missed approach. ZMP came back very weak and garbled. I continued to try to get a hold of ZMP, but each time they were garbled. The student started a shallow climb to try to improve the communications. We were in VFR conditions, so we climbed to 3500' to get a hold of center, and at that altitude we did. ZMP was upset that we had climbed in VFR to improve communications. I have flown over to thief river falls several times. Many of the times I have had problems getting a hold of ZMP after missed approach procedures. I feel that either a high missed approach altitude is in order to improved rco reception is in order.

Title: SMA ON IFR TRAINING FLT CLIMBED VFR FROM MISSED APCH ALT ATTEMPTING TO IMPROVE COM WITH ZMP.

THE STUDENT STARTED A SHALLOW CLB TO TRY TO IMPROVE THE COMS. WE WERE IN VFR CONDITIONS, SO WE CLBED TO 3500' TO GET A HOLD OF CENTER, AND AT THAT ALT WE DID. ZMP WAS UPSET THAT WE HAD CLBED IN VFR TO IMPROVE COMS. I HAVE FLOWN OVER TO THIEF RIVER FALLS SEVERAL TIMES. MANY OF THE TIMES I HAVE HAD PROBS GETTING A HOLD OF ZMP AFTER MISSED APCH PROCS. I FEEL THAT EITHER A HIGH MISSED APCH ALT IS IN ORDER TO IMPROVED RCO RECEPTION IS IN ORDER.
