Narrative:
Acy VOR southwest quadrant courses cause considerable scalloping at 40-15 DME. Condition has persisted for a long time. Normal procedure is just to ignore most needle swings and hold a heading that will average the swings. At about 15 DME southwest ATC advises we are 5 NM off course and issues heading to fly direct. I have personally reported this NAVAID problem on at least three separate occasions.

Title: REPORTER WAS EXPERIENCING SCALLOPING OF HIS DIRECTION INDICATOR NEEDLE ON THE ACY VOR. ALLEGEDLY OFF COURSE. CENTER GAVE HEADING TO PROCEED DIRECT.
Narrative: ACY VOR SW QUADRANT COURSES CAUSE CONSIDERABLE SCALLOPING AT 40-15 DME. CONDITION HAS PERSISTED FOR A LONG TIME. NORMAL PROC IS JUST TO IGNORE MOST NEEDLE SWINGS AND HOLD A HDG THAT WILL AVERAGE THE SWINGS. AT ABOUT 15 DME SW ATC ADVISES WE ARE 5 NM OFF COURSE AND ISSUES HDG TO FLY DIRECT.
