Narrative:
I reported to work at bayview airport for an early am departure to seattle as captain for a commuter flight operated under far part 135. We were unable to depart because the WX was below takeoff minimums. Our takeoff minimums for that airport were minimum 100' ceiling or 2 mi visibility. The reported WX remained below minimums and WX observation was 400' ceiling and 7/8 mi visibility. Later, the WX had improved and the certified WX observer at that airport (who provides the observations to FSS) said he was calling ceiling 600' with visibility 2 mi. After receiving the report that the visibility was better I obtained an ATC clearance, boarded 5 passengers and departed. One month later, I was informed that FSS did not receive the updated WX until after my departure. The problem was that the certified WX observer failed to submit a special observation to FSS at the time the WX improved. The observer thought that telling me was enough and did not realize that FSS also had to receive the updated WX I thought he had submitted prior to my departure.

Title: FAA CHASING ATX PART 135 PLT FOR BELOW MINIMUMS TKOF.

LATER, THE WX HAD IMPROVED AND THE CERTIFIED WX OBSERVER AT THAT ARPT (WHO PROVIDES THE OBSERVATIONS TO FSS) SAID HE WAS CALLING CEILING 600' WITH VISIBILITY 2 MI. AFTER RECEIVING THE RPT THAT THE VISIBILITY WAS BETTER I OBTAINED AN ATC CLRNC, BOARDED 5 PAXS AND DEPARTED. ONE MONTH LATER, I WAS INFORMED THAT FSS DID NOT RECEIVE THE UPDATED WX UNTIL AFTER MY DEP. THE PROB WAS THAT THE CERTIFIED WX OBSERVER FAILED TO SUBMIT A SPECIAL OBSERVATION TO FSS AT THE TIME THE WX IMPROVED. THE OBSERVER THOUGHT THAT TELLING ME WAS ENOUGH AND DID NOT REALIZE THAT FSS ALSO HAD TO RECEIVE THE UPDATED WX I THOUGHT HE HAD SUBMITTED PRIOR TO MY DEP.
