During ILS [we] had a trailing edge flap disagreement while at flaps 20 with weather IMC with rain and strong winds. Went around; did checklists; captain [advised ATC of the situation] because of the poor weather conditions and the flaps were unable to be moved with deteriorating weather and less than [one] hour of fuel onboard.
