Narrative:
After landing; aircraft experienced poor to nil braking action. Forecast was for light snow. No braking action reports or runway condition reports had been issued. Aircraft ran off the end of the runway and stopped in the grass. There was no damage to the aircraft or airport property. From the air; the runway looked to have a thin layer of snow with pavement visible underneath. On the ground; it was discovered that the contamination was snow on a thin layer of ice.
