Narrative:
I was working pattern traffic on the north side of the airport on runway 9. A flight of 2 fgt was inbound on the ILS 36. They would make 1 VFR pattern for a low approach and proceed to msn IFR. Received IFR inbound strip on an light transport and a departure clearance for the fgts. I gave the fgts their clearance to msn and for a low approach to 36 while they were on downwind. Light transport called inbound on VHF while fgts read back clearance on UHF. Light transport and I transmitted at the same time, only received 'on ILS 36.' I gave wind, altimeter and asked for a pober (FAF-5.4 NM) inbound report. Looked for traffic on north side. Returned my attention to runway 36 expecting to see the fgts on about a 2 mi final. I tour of high school students arrived at the top of the stairs blocking view of runway 36. I motioned and told them to move further into the cabin to no avail. Looking over the students' heads I tried to spot the fgts and asked for their position. They reported a '6 mi base to 36.' I wondered why they widened out so far. I cancelled their low approach clearance and issued traffic. Just then I spotted them 3 mi south, about to turn final. I told the fgts to continue and asked for the ltts position. The light transport reported pober inbound. I did not see him. Fgts reported, '...has the traffic on our right side.' the light transport in a rather excited voice reported the fgts insight to the left and lower. I issued the fgts a left 360 degree turn to follow the light transport. Later via phone the light transport pilot reported sep vertical 0 and horizontal 150'. They had broken out at 1600-1800' MSL. That would mean the ceiling to south was 800-1000' AGL. No evasive action was taken by either aircraft. Miscom, distrs, the fgts altering their pattern, deteriorating WX to the south and lack of BRITE radar contributed to this occurrence.

I ISSUED THE FGTS A LEFT 360 DEG TURN TO FOLLOW THE LTT. LATER VIA PHONE THE LTT PLT RPTED SEP VERT 0 AND HORIZ 150'. THEY HAD BROKEN OUT AT 1600-1800' MSL. THAT WOULD MEAN THE CEILING TO S WAS 800-1000' AGL. NO EVASIVE ACTION WAS TAKEN BY EITHER ACFT.
