Narrative:
I was southbound over the hudson river within the north.Y. TCA under control of ewr tower, assigned a discrete transponder code and altitude of 1500' direct to verrazano bridge. Approximately 1 NM north of verazzano bride I observed opp direction traffic at approximately 2000' descending, +/-5 NM away and 1 NM to right. I deviated 10 degrees left for additional sep. As the other aircraft neared he suddenly turned directly toward me, at which point I banked steeply left, followed by a left bank by other aircraft. We passed within 150' at same altitude. Simultaneously, ewr tower called out traffic opp direction, 12 O'clock, no altitude nor distance. The controller then cleared me to 1200' clear of TCA and released me from his control. At no time before or after was the other aircraft in contact with ewr, although he was clearly within the TCA.

Title: NMAC WITH 2 SMA'S--ONE IN CONTACT WITH EWR TWR, THE SECOND TALKING TO NO ONE BUT WITHIN THE TCA.
Narrative: I WAS SBND OVER THE HUDSON RIVER WITHIN THE N.Y. TCA UNDER CTL OF EWR TWR, ASSIGNED A DISCRETE XPONDER CODE AND ALT OF 1500' DIRECT TO VERRAZANO BRIDGE. APPROX 1 NM N OF VERAZZANO BRIDE I OBSERVED OPP DIRECTION TFC AT APPROX 2000' DSNDING, +/-5 NM AWAY AND 1 NM TO RIGHT. I DEVIATED 10 DEGS LEFT FOR ADDITIONAL SEP. AS THE OTHER ACFT NEARED HE SUDDENLY TURNED DIRECTLY TOWARD ME, AT WHICH POINT I BANKED STEEPLY LEFT, FOLLOWED BY A LEFT BANK BY OTHER ACFT. WE PASSED WITHIN 150' AT SAME ALT. SIMULTANEOUSLY, EWR TWR CALLED OUT TFC OPP DIRECTION, 12 O'CLOCK, NO ALT NOR DISTANCE. THE CTLR THEN CLRED ME TO 1200' CLR OF TCA AND RELEASED ME FROM HIS CTL. AT NO TIME BEFORE OR AFTER WAS THE OTHER ACFT IN CONTACT WITH EWR, ALTHOUGH HE WAS CLEARLY WITHIN THE TCA.
