Narrative:

I landed on runway 31 at xx:54 and cleared the runway at the intersection of txwys a and D. I switched to ground control, 121.9 MHZ, and received my request clearance to taxi to the t-hangars via taxiway T. (See graphic). As I was about to cross runway 32 (on taxiway a) I caught sight of an small aircraft about to land on runway 32 and with hard braking, stopped just short to the runway. The small aircraft pilot, obviously seeing me taxi took evasive action and went around west/O touching down. The timing was such that a collision would have occurred had we both not taken evasive action. After stopping and regaining my composure, I requested clearance to cross runway 32 and continued my taxi to the t-hangars. After a pause, I received this clearance. No other communication occurred during my taxi. In my judgement, this near collision occurred due to lack of or improper coordination between the ground controller and the local controller (tower).

Title: A TAXIING ACFT AND A LNDG ACFT ALMOST AHD A GND COLLISION.

Narrative: I LANDED ON RWY 31 AT XX:54 AND CLRED THE RWY AT THE INTXN OF TXWYS A AND D. I SWITCHED TO GND CTL, 121.9 MHZ, AND RECEIVED MY REQUEST CLRNC TO TAXI TO THE T-HANGARS VIA TXWY T. (SEE GRAPHIC). AS I WAS ABOUT TO CROSS RWY 32 (ON TXWY A) I CAUGHT SIGHT OF AN SMA ABOUT TO LAND ON RWY 32 AND WITH HARD BRAKING, STOPPED JUST SHORT TO THE RWY. THE SMA PLT, OBVIOUSLY SEEING ME TAXI TOOK EVASIVE ACTION AND WENT AROUND W/O TOUCHING DOWN. THE TIMING WAS SUCH THAT A COLLISION WOULD HAVE OCCURRED HAD WE BOTH NOT TAKEN EVASIVE ACTION. AFTER STOPPING AND REGAINING MY COMPOSURE, I REQUESTED CLRNC TO CROSS RWY 32 AND CONTINUED MY TAXI TO THE T-HANGARS. AFTER A PAUSE, I RECEIVED THIS CLRNC. NO OTHER COM OCCURRED DURING MY TAXI. IN MY JUDGEMENT, THIS NEAR COLLISION OCCURRED DUE TO LACK OF OR IMPROPER COORD BTWN THE GND CTLR AND THE LCL CTLR (TWR).
