Narrative:
Departure control gave us a clearance stating 'high speed climb approved.' we accelerated beyond our clean minimum maneuver speed (269 KTS). We then realized later that the speed increase was probably not authority/authorized as we were still within the 12 mi limit and bounded by far 91.70, which limits speed to 250 KTS or clean minimum maneuver speed. This practice maybe a hold-over from the time when the territorial limit was 3 mi. In any event, it is confusing.
