Narrative:
I was working on ground control/clearance delivery and controller in charge (controller in charge). We had light traffic so I decided to help a developmental go over a few items for training. Runway 2 had just closed about 20-30 minutes ago. It was numerous vehicles on runway 2 for mowing and other things that the airport was doing to the closed runway. I looked up to the radar screen and noticed that there was an aircraft inbound for closed runway 2. I quickly called the radar sector and told them that the runway was closed and that is when the local control heard me say it. He then told said 'aircraft x change to runway 34; runway 34 clear to land'. The aircraft responded with 'uggghhh do we really have to'? The local controller said 'yes; the runway is closed'. The aircraft was about on a 3 mile final by this time and he had to turn the airplane quickly to the east and had to set up for runway 34.personnel need to pay attention more and don't allow any distractions get in their way of working. The memory aid that we have is not in plain view. I think it should be moved.

Title: Richmond Tower Controller reported seeing an aircraft on final to a closed runway. Reporter called TRACON and advised. Reporter then heard local change an aircraft on 3 mile final to a different runway.
