Narrative:

Attempted tethered flight after free flight on morning when winds had been light and variable. I boarded 3 passenger and only had helmets for 2. Flight manual requires per person, including pilot. Only used 1 rope for tether and did not secure to fixed object. Instead used crew to hold rope. Thought would be short flight and winds were calm. However, winds came up, tether holder was on downwind side of winds when the came up. Caused venturi effect on balloon, causing it to rise rapidly and descend quickly. The balloon drug until top was pulled to complete venting. Poor judgement on location to tether, required equipment and tether line to secure fixed.

Title: BALLOOON PLT ATTEMPTS TETHERED FLT WITHOUT REQUIRED HELMETS, AND TETHER NOT SECURED TO FIXED OBJECT.

Narrative: ATTEMPTED TETHERED FLT AFTER FREE FLT ON MORNING WHEN WINDS HAD BEEN LIGHT AND VARIABLE. I BOARDED 3 PAX AND ONLY HAD HELMETS FOR 2. FLT MANUAL REQUIRES PER PERSON, INCLUDING PLT. ONLY USED 1 ROPE FOR TETHER AND DID NOT SECURE TO FIXED OBJECT. INSTEAD USED CREW TO HOLD ROPE. THOUGHT WOULD BE SHORT FLT AND WINDS WERE CALM. HOWEVER, WINDS CAME UP, TETHER HOLDER WAS ON DOWNWIND SIDE OF WINDS WHEN THE CAME UP. CAUSED VENTURI EFFECT ON BALLOON, CAUSING IT TO RISE RAPIDLY AND DSND QUICKLY. THE BALLOON DRUG UNTIL TOP WAS PULLED TO COMPLETE VENTING. POOR JUDGEMENT ON LOCATION TO TETHER, REQUIRED EQUIP AND TETHER LINE TO SECURE FIXED.
