Narrative:
An small aircraft heading 360 degree at 5000' he was told to descend to and maintain 4000'. 3 fgts at 6000' overflew the small aircraft. When clear they were descended to 3000'. The 3 fgts were given left turn for vector to a VFR arrival fix, and were to pass under small aircraft. Radar tags overlapped and the small aircraft descended to 3000' illegally. Aircraft came close but their targets didn't merge.
