Narrative:
On my first solo x-country flight from middletown, ny to hazleton, PA I tracked the huguenot VOR. Unable to pick up the hazleton VOR, and due to the tie frame and no radio contact with hzl, I saw the scranton/wilkes barre airport and mistook it for hazleton. Since I was not getting any response, I circled the airport, and by observing the existing traffic was able to determine what runway to use. There was no emergency, just a miscalculation on my part.
