Narrative:
On a return flight from ephrata, wa in an experimental approach, I landed at ogden, ut for fuel. I was assigned runway 21 for departure and ogden tower advised me to proceed swbnd. The tower then advised me to contact slc approach for traffic advisories. When I contacted approach and advised that I did not have a transponder, they advised me that I should not be inside the 30 NM ring of the slc TCA, or within the hill AFB air traffic area. I then proceeded north and contacted ogden tower. The tower approved a departure to the east. I believe I was rted into the airspace by ogden tower because of 2 reasons: first, there may have been some misunderstanding about my intended southeast direction of flight by the tower. Second, the tower did not now that my aircraft was not equipped with a mode C transponder. It is my understanding that experimental aircraft west/O electrical systems are exempt from the requirement to have the equipment inside the 30 mi ring a long as TCA airspace is not entered. In the future, I plan to advise ATC that the aircraft has no transponder prior to entering the 30 mi ring.

Title: ATA AND MODE C RING PENETRATION BY EXPERIMENTAL SMA WITH NO TRANSPONDER.
Narrative: ON A RETURN FLT FROM EPHRATA, WA IN AN EXPERIMENTAL APCH, I LANDED AT OGDEN, UT FOR FUEL. I WAS ASSIGNED RWY 21 FOR DEP AND OGDEN TWR ADVISED ME TO PROCEED SWBND. I THEN PROCEEDED N AND CONTACTED OGDEN TWR. THE TWR APPROVED A DEP TO THE E. I BELIEVE I WAS RTED INTO THE AIRSPACE BY OGDEN TWR BECAUSE OF 2 REASONS: FIRST, THERE MAY HAVE BEEN SOME MISUNDERSTANDING ABOUT MY INTENDED SE DIRECTION OF FLT BY THE TWR. SECOND, THE TWR DID NOT NOW THAT MY ACFT WAS NOT EQUIPPED WITH A MODE C XPONDER. IT IS MY UNDERSTANDING THAT EXPERIMENTAL ACFT W/O ELECTRICAL SYSTEMS ARE EXEMPT FROM THE REQUIREMENT TO HAVE THE EQUIP INSIDE THE 30 MI RING A LONG AS TCA AIRSPACE IS NOT ENTERED. IN THE FUTURE, I PLAN TO ADVISE ATC THAT THE ACFT HAS NO XPONDER PRIOR TO ENTERING THE 30 MI RING.
