Narrative:
On 5/90, the waterloo airport had a fly-in breakfast. The ATCT had an open house. During this open house as many as 30 people were in the tower cabin attendant at one time with just the 2 controllers working position and explaining the operation. Working the active traffic was impeded by the people the controllers had to look around.

Title: TOO MANY VISTORS IN TWR CAB.
Narrative: ON 5/90, THE WATERLOO ARPT HAD A FLY-IN BREAKFAST. THE ATCT HAD AN OPEN HOUSE. DURING THIS OPEN HOUSE AS MANY AS 30 PEOPLE WERE IN THE TWR CAB AT ONE TIME WITH JUST THE 2 CTLRS WORKING POS AND EXPLAINING THE OPERATION. WORKING THE ACTIVE TFC WAS IMPEDED BY THE PEOPLE THE CTLRS HAD TO LOOK AROUND.
