Aircraft X was an overflight at 6000' and reported a near midair collision with a VFR aircraft orbiting 35nm north of stl at 6000'. At the time the stl ASR & mode south was out to maintenance (otm). The VFR aircraft in question mode C was constantly fluctuating.constantly call traffic regardless of reported mode C.

Title: Saint Louis TRACON Controller reported that the Saint Louis ASR and Mode S was released to maintenance. An aircraft reported a Near Mid Air Collision with a VFR aircraft whose Mode C was fluctuating.
Narrative: Aircraft X was an overflight at 6000' and reported a NMAC with a VFR aircraft orbiting 35nm North of STL at 6000'. At the time the STL ASR & Mode S was Out to Maintenance (OTM). The VFR aircraft in question Mode C was constantly fluctuating.Constantly call traffic regardless of reported Mode C.
