Narrative:
Aircraft cleared from eat direct sea on V120 at 14000' went through my sector west/O being tagged and no limited data block. No handoff to my sector or to approach control facility. I think the pilot never turned on his transponder until we asked him to verify his squawk 7 mi east of sea VORTAC at 14000'.
