Narrative:
ILS runway 05 approach to buffalo, ny. Buffalo approach was radar out. We were working with cleveland center at 7000' MSL on a vector to the localizer runway 05 at buffalo, ny. As cleveland handed us off to buffalo, we were a little close for 7000'. Buffalo approach cleared us to 4000' on the localizer. They cleared us for the approach to call passing OM. Because of our altitude, the G/south was erratic. We were descending rapidly to catch up and rechking the indent. Because we were so high, we were going to ask for a turn outbnd as we passed the marker, but with all the talk on the frequency and the fact we were catching up we continued. Approach asked if we had checked the marker. We told approach we had and they told us to contact tower. On contact with tower we called short high final. Towers next and immediate call was to tell air carrier to reject takeoff and for us to go around. Air carrier was just moving out on to the runway and we made a normal go around. Tower apologized to both of us. We went over to approach and got vectors to another ILS, the PF needed the practice anyway. After we landed I called the tower to see if there was any problem they might want to talk to me about. She again apologized to me and explained that approach should have told us to contact tower at the marker, then there would be less talk on the frequency and the tower would get the word sooner. When an aircraft is inside the marker they will not clear another aircraft to takeoff. She told me that since my go around they had solved the problem in the described manner.

Title: CORPORATE ACFT ON ILS APCH TOLD TO GO AROUND WHEN CONTACTING TWR AND ACR MOVING ONTO RWY TOLD REJECT TKOF CLRNC.
Narrative: ILS RWY 05 APCH TO BUFFALO, NY. BUFFALO APCH WAS RADAR OUT. WE WERE WORKING WITH CLEVELAND CTR AT 7000' MSL ON A VECTOR TO THE LOC RWY 05 AT BUFFALO, NY. AS CLEVELAND HANDED US OFF TO BUFFALO, WE WERE A LITTLE CLOSE FOR 7000'. BUFFALO APCH CLRED US TO 4000' ON THE LOC. THEY CLRED US FOR THE APCH TO CALL PASSING OM. BECAUSE OF OUR ALT, THE G/S WAS ERRATIC. WE WERE DSNDING RAPIDLY TO CATCH UP AND RECHKING THE INDENT. WE WENT OVER TO APCH AND GOT VECTORS TO ANOTHER ILS, THE PF NEEDED THE PRACTICE ANYWAY. AFTER WE LANDED I CALLED THE TWR TO SEE IF THERE WAS ANY PROB THEY MIGHT WANT TO TALK TO ME ABOUT. SHE AGAIN APOLOGIZED TO ME AND EXPLAINED THAT APCH SHOULD HAVE TOLD US TO CONTACT TWR AT THE MARKER, THEN THERE WOULD BE LESS TALK ON THE FREQ AND THE TWR WOULD GET THE WORD SOONER. WHEN AN ACFT IS INSIDE THE MARKER THEY WILL NOT CLR ANOTHER ACFT TO TKOF. SHE TOLD ME THAT SINCE MY GO AROUND THEY HAD SOLVED THE PROB IN THE DESCRIBED MANNER.
