Narrative:
Flight from chino to pocatello, identification with fuel stop at slc. On V21 in moderate scalloping, turns left and right to stay on course. Changed RPM. No help. Tried other VOR, same. Left and right turns required on what should have been a straight course. Noticed R2501N is approximately 2 mi southeast of VOR. Centerline much too close! May have inadvertently clipped the edge of it even though VOR indicated on course.

Title: PLT OF SMA TRACKING VOR RADIAL IN MODERATE TURBULENCE SUSPECTS IT OF SCALLOPING AND POSSIBLY CAUSING HIM TO PENETRATE TIP OF RESTRICTED AREA LOCATED CLOSE TO THE VOR.
