Narrative:
A widebody transport inbound to lax was descending to FL280 when I got relieved as the restr area was hot from 27000' and below. The controller relieving me, a deviation, gave the aircraft descent to FL240 and the aircraft penetrated the hot restr area at FL240. He was given a turn to clear the airspace as quickly as possible, when it was noted he was entering the area at FL240. No incident occurred as a result of the penetration.
