Narrative:
On a low pass, some people were in the area setting up the demolition charges for a future act. The team overflew them at an altitude of about 100' AGL. By the time the team realized their presence, it was too late to change the flight path.

Title: FAR VIOLATION RE LOW OVERFLT OVER PERSONS OR PEOPLE ON GND AT LESS THAN 500'. ACTUAL ALT WAS 100'. UNSEEN DEMOLITION TEAM WAS IN PATH AND NOT ANNOUNCED.
Narrative: ON A LOW PASS, SOME PEOPLE WERE IN THE AREA SETTING UP THE DEMOLITION CHARGES FOR A FUTURE ACT. THE TEAM OVERFLEW THEM AT AN ALT OF ABOUT 100' AGL. BY THE TIME THE TEAM REALIZED THEIR PRESENCE, IT WAS TOO LATE TO CHANGE THE FLT PATH.
