Narrative:
After a normal preflight and runup my student and I departed oakland runway 27R on a right downwind departure (student flying). At approximately 800' MSL I heard a backfire and noticed a mild vibration from the engine. Approximately 15 seconds later I noticed a marked decrease in power and took control of the aircraft. At this time I told oakland tower that we had 'an engine problem' and requested an immediate landing back on runway 27R, which I was cleared for. We obviously had more than sufficient altitude to make the runway, so no emergency was declared. An uneventful landing was performed. The engine continued to run on the ground, but with some roughness. A magneto check showed no unusual RPM drop. I had the runway made, positively, so I never thought to apply carburetor heat immediately or to switch between magnetos. I believe my concentration was focused on landing since I was so close to the runway when the engine failed. I would have declared an emergency had I not been immediately cleared for 'any runway'. I don't think the situation could have been avoided since the engine was in good shape until the failure occurred.

Title: INSTRUCTOR WITH STUDENT PLT HAS ROUGH ENGINE AND DECREASE IN POWER ON DOWNWIND DEP. PRECAUTIONARY LNDG.
Narrative: AFTER A NORMAL PREFLT AND RUNUP MY STUDENT AND I DEPARTED OAKLAND RWY 27R ON A R DOWNWIND DEP (STUDENT FLYING). AT APPROX 800' MSL I HEARD A BACKFIRE AND NOTICED A MILD VIBRATION FROM THE ENG. APPROX 15 SECS LATER I NOTICED A MARKED DECREASE IN PWR AND TOOK CTL OF THE ACFT. AT THIS TIME I TOLD OAKLAND TWR THAT WE HAD 'AN ENG PROB' AND REQUESTED AN IMMEDIATE LNDG BACK ON RWY 27R, WHICH I WAS CLRED FOR. WE OBVIOUSLY HAD MORE THAN SUFFICIENT ALT TO MAKE THE RWY, SO NO EMER WAS DECLARED. AN UNEVENTFUL LNDG WAS PERFORMED. THE ENG CONTINUED TO RUN ON THE GND, BUT WITH SOME ROUGHNESS. A MAGNETO CHK SHOWED NO UNUSUAL RPM DROP. I HAD THE RWY MADE, POSITIVELY, SO I NEVER THOUGHT TO APPLY CARB HEAT IMMEDIATELY OR TO SWITCH BTWN MAGNETOS. I BELIEVE MY CONCENTRATION WAS FOCUSED ON LNDG SINCE I WAS SO CLOSE TO THE RWY WHEN THE ENG FAILED. I WOULD HAVE DECLARED AN EMER HAD I NOT BEEN IMMEDIATELY CLRED FOR 'ANY RWY'. I DON'T THINK THE SITUATION COULD HAVE BEEN AVOIDED SINCE THE ENG WAS IN GOOD SHAPE UNTIL THE FAILURE OCCURRED.
