Narrative:
A us customs small transport made an east departure from hst and turned south to remain clear of the mia TCA. While climbing through 5000' and completing a right turn, spotted an large transport approximately same altitude and opp heading. Made climbing right turn and the large transport passed under the small transport. Later learned the large transport was being vectored by mia approach control. Suggest mia not vector such aircraft so close to a high traffic density active AFB.

Title: GOVERNMENT ACFT DEPARTING MILITARY FIELD TRYING TO REMAIN CLEAR OF TCA HAS NMAC WITH LGT.
Narrative: A U.S. CUSTOMS SMT MADE AN E DEP FROM HST AND TURNED S TO REMAIN CLR OF THE MIA TCA. WHILE CLBING THROUGH 5000' AND COMPLETING A RIGHT TURN, SPOTTED AN LGT APPROX SAME ALT AND OPP HDG. MADE CLBING RIGHT TURN AND THE LGT PASSED UNDER THE SMT. LATER LEARNED THE LGT WAS BEING VECTORED BY MIA APCH CTL. SUGGEST MIA NOT VECTOR SUCH ACFT SO CLOSE TO A HIGH TFC DENSITY ACTIVE AFB.
