Narrative:
I received from fpo ground control that 'ATC clears commuter to ft pierce via BR62V, climb and maintain 6000'.' on reaching 6000', fpo departure instructed me to contact ZMA on 133.4. I reported to ZMA level at 6000' and he told me to report jakel intersection for radar identify (fpo has no radar). He then advised traffic was inbound on 62V to fpo, showing a descent out of 7500' or 7200', about 5-6 mi. I advised I was looking for the traffic. He came back again and advised the traffic 3 mi, out of 6800'. I advised 'no contact.' soon thereafter I saw the traffic approaching rapidly. I turned right, off the arwy, to put some space between us. His descent path crossed my altitude as we passed each other. I inquired of the center why we were both on the same arwy at the same altitude. The controller stated that the air carrier had been cleared to 8000' by him and then handed off to fpo approach control.

Title: SMT ACR DEPARTING FPO, BAHAMAS AT 6000' UPON CONTACTING ZMA WAS GIVEN TRAFFIC THAT PASSED THROUGH REPORTER'S ALT. DESCENDING TRAFFIC HAD BEEN HANDED OFF TO NON RADAR APCH AT FPO AT 8000' MSL.
Narrative: I RECEIVED FROM FPO GND CTL THAT 'ATC CLRS COMMUTER TO FT PIERCE VIA BR62V, CLB AND MAINTAIN 6000'.' ON REACHING 6000', FPO DEP INSTRUCTED ME TO CONTACT ZMA ON 133.4. I RPTED TO ZMA LEVEL AT 6000' AND HE TOLD ME TO RPT JAKEL INTXN FOR RADAR IDENT (FPO HAS NO RADAR). HE THEN ADVISED TFC WAS INBND ON 62V TO FPO, SHOWING A DSNT OUT OF 7500' OR 7200', ABOUT 5-6 MI. I ADVISED I WAS LOOKING FOR THE TFC. HE CAME BACK AGAIN AND ADVISED THE TFC 3 MI, OUT OF 6800'. I ADVISED 'NO CONTACT.' SOON THEREAFTER I SAW THE TFC APCHING RAPIDLY. I TURNED RIGHT, OFF THE ARWY, TO PUT SOME SPACE BTWN US. HIS DSNT PATH CROSSED MY ALT AS WE PASSED EACH OTHER. I INQUIRED OF THE CENTER WHY WE WERE BOTH ON THE SAME ARWY AT THE SAME ALT. THE CTLR STATED THAT THE ACR HAD BEEN CLRED TO 8000' BY HIM AND THEN HANDED OFF TO FPO APCH CTL.
