Narrative:
We were dispatched to cle with an inoperative ADF. The ILS to the active was notamed out. Effectively we were unable to fly any published approach at cle. Since the WX was so poor (we could not see an aircraft 3 mi ahead) we couldn't even do a visibility. We took an ASR approach.

Title: ACR MLG DISPATCH WITH INOPERATIVE ADF AND DESTINATION ARPT ILS NOTAMED INOPERATIVE. CAPT CLAIMS HE DEPARTED WITH NO VIABLE APCH AVAILABLE SHOULD THE WX NOT BE VFR.
Narrative: WE WERE DISPATCHED TO CLE WITH AN INOP ADF. THE ILS TO THE ACTIVE WAS NOTAMED OUT. EFFECTIVELY WE WERE UNABLE TO FLY ANY PUBLISHED APCH AT CLE. SINCE THE WX WAS SO POOR (WE COULD NOT SEE AN ACFT 3 MI AHEAD) WE COULDN'T EVEN DO A VIS. WE TOOK AN ASR APCH.
