Narrative:

After receiving clearance from sdl tower to depart 8DL VFR on runway 21, I was instructed to turn right for noise abatement. I requested frequency change and tuned phx departure to obtain radar following. I called departure twice and received no response. Then I overheard the controller giving evasive action instructions to an aircraft which I saw to my 10 O'clock position. The controller described the problem aircraft to the evading aircraft and I realized it was me by the direction (southwest heading 250 degrees) and altitude (5500' MSL). I then idented myself again to the controller who informed me of TCA infraction, gave me heading and altitude and transponder code to squawk, and asked me to call collect when I arrived home. I did as I was instructed. Being an INS rated pilot, I rarely fly VFR. My VFR chart for phx showed it as an arsa and I thought I could get an arsa clearance as a pop-up. I made a mistake--my chart was outdated. However, the scottsdale ATIS only required IFR flts to get clearance prior to taxi, not VFR. Also scottsdale tower cleared me and did not advise me of the TCA restrictions. I was squawking 1200 and had filed VFR flight plan for poc (brackett field, la verne, ca). Since sdl is in the TCA, all departing x-county flts should be required to have clearance and transponder code assigned prior to taxi, not just IFR. Then phx center and sdl would be working together better to coordinate safe departures and arrs. Sdl CTAF is equally at fault with me for instructing me to turn into the TCA west/O a code assigned and clearance. I should have had current VFR charts. I am a flight safety IFR competency rating graduate.

BEING AN INS RATED PLT, I RARELY FLY VFR. MY VFR CHART FOR PHX SHOWED IT AS AN ARSA AND I THOUGHT I COULD GET AN ARSA CLRNC AS A POP-UP. I MADE A MISTAKE--MY CHART WAS OUTDATED. HOWEVER, THE SCOTTSDALE ATIS ONLY REQUIRED IFR FLTS TO GET CLRNC PRIOR TO TAXI, NOT VFR. ALSO SCOTTSDALE TWR CLRED ME AND DID NOT ADVISE ME OF THE TCA RESTRICTIONS. I WAS SQUAWKING 1200 AND HAD FILED VFR FLT PLAN FOR POC (BRACKETT FIELD, LA VERNE, CA). SINCE SDL IS IN THE TCA, ALL DEPARTING X-COUNTY FLTS SHOULD BE REQUIRED TO HAVE CLRNC AND XPONDER CODE ASSIGNED PRIOR TO TAXI, NOT JUST IFR. THEN PHX CENTER AND SDL WOULD BE WORKING TOGETHER BETTER TO COORDINATE SAFE DEPS AND ARRS. SDL CTAF IS EQUALLY AT FAULT WITH ME FOR INSTRUCTING ME TO TURN INTO THE TCA W/O A CODE ASSIGNED AND CLRNC. I SHOULD HAVE HAD CURRENT VFR CHARTS. I AM A FLT SAFETY IFR COMPETENCY RATING GRADUATE.
