Narrative:

I was working at csg approach as the radar associate assisting the west sector radar controller. Atl was operating on an east confign during which we sequence the propeller and turboprop traffic coming from the southwest. Our letter of agreement states that aircraft will be cleared in a gate from the southwest to cross 40 southwest of atl at or below 10000' and to cross tiroe at 8000'. I had just sat down at the position when the controller from the east sector pointed out that light transport approaching the airspace boundary between csg and atl had traffic. The west controller stated that the aircraft was already talking to atl and we called atl to insure that they were issuing traffic. At this point, light transport was still at about the pizzo intersection and had about 11 mi prior to tiroe. He was level at 8000' and thus almost entering the area under the TCA where the floor was 10000'. The unidented aircraft was also indicating 8000' and squawking 1200. Although the VFR aircraft was not quite under the floor of the TCA, he should not have been expecting this turboprop to be there either since turboprops landing at the primary airport are not supposed to go under the floor. Our letter of agreement with atl almost insures that these turboprop aircraft will either go under the floor of the 125/100 portion of the TCA to get to tiroe at 8000' or will enter it first and then descend out of it to reenter just before reaching tiroe. For this procedure to be corrected, either the 10000' floor of the TCA around honie needs to be lowered to 8000' or our LOA with atl needs to be adjusted to allow us to leave turboprops at 10000' until they are in a portion of the TCA with a lower floor where atl could issue a descent clearance.

Title: TRACON CTLR FEELS THE FAC IS OPERATING CONTRARY TO FAA PROCS HANDBOOK FOR TCA ACFT.

Narrative: I WAS WORKING AT CSG APCH AS THE RADAR ASSOCIATE ASSISTING THE W SECTOR RADAR CTLR. I HAD JUST SAT DOWN AT THE POS WHEN THE CTLR FROM THE E SECTOR POINTED OUT THAT LTT APCHING THE AIRSPACE BOUNDARY BTWN CSG AND ATL HAD TFC. THE W CTLR STATED THAT THE ACFT WAS ALREADY TALKING TO ATL AND WE CALLED ATL TO INSURE THAT THEY WERE ISSUING TFC. AT THIS POINT, LTT WAS STILL AT ABOUT THE PIZZO INTXN AND HAD ABOUT 11 MI PRIOR TO TIROE. HE WAS LEVEL AT 8000' AND THUS ALMOST ENTERING THE AREA UNDER THE TCA WHERE THE FLOOR WAS 10000'. THE UNIDENTED ACFT WAS ALSO INDICATING 8000' AND SQUAWKING 1200. ALTHOUGH THE VFR ACFT WAS NOT QUITE UNDER THE FLOOR OF THE TCA, HE SHOULD NOT HAVE BEEN EXPECTING THIS TURBOPROP TO BE THERE EITHER SINCE TURBOPROPS LNDG AT THE PRIMARY ARPT ARE NOT SUPPOSED TO GO UNDER THE FLOOR. OUR LETTER OF AGREEMENT WITH ATL ALMOST INSURES THAT THESE TURBOPROP ACFT WILL EITHER GO UNDER THE FLOOR OF THE 125/100 PORTION OF THE TCA TO GET TO TIROE AT 8000' OR WILL ENTER IT FIRST AND THEN DSND OUT OF IT TO REENTER JUST BEFORE REACHING TIROE. FOR THIS PROC TO BE CORRECTED, EITHER THE 10000' FLOOR OF THE TCA AROUND HONIE NEEDS TO BE LOWERED TO 8000' OR OUR LOA WITH ATL NEEDS TO BE ADJUSTED TO ALLOW US TO LEAVE TURBOPROPS AT 10000' UNTIL THEY ARE IN A PORTION OF THE TCA WITH A LOWER FLOOR WHERE ATL COULD ISSUE A DSNT CLRNC.
